Abstract
Today, various social problems which are hard to solve are occuring. They are related to each other and do not have clear boundaries. When we try to understand ill-defined situations to pose design-problem, we are usually bound by the existing social frame, and can not understand the unknown or ill-defined situation. This paper sets up the ill-defined situation we should deal with by using a database system not bound by the existing social frame. By building the database, we can make good use of our past experience and knowledge, and set up the ill-defined situation rationally.
