In Phnom Penh, the capital of Cambodia, the city block formation and development projects implemented between the colonial period and the independence period under the Sihanouk regime, as well as the architecture from those periods, still defines the character of the whole city. This study investigates and analyses the city development process in Phnom Penh based on the revision of previous studies. The result shows that, in addition to the colonial and New Khmer architecture, the historical ethnic quarters have still given each district its own characteristics, and that it is necessary to consider the historical aspect of city formation, as well as the preservation of the landscape, in city planning.
