Abstract

The formation process of "stories" in fields like design and business is often black-boxed and relies on individual intuition. This study clarifies the story formation mechanism through an industry-government-academia collaborative design project in Kihoku-cho, Mie Prefecture. By analyzing the activity process and applying existing definitions, the structure was visualized into a four-layer model: "Pre-story," "Prime story," "Comprehensive story," and "Influential story." This establishes a practical foundation to understand how objective facts gain individual interpretations and spread through empathy.
