Abstract
The national government has set up the Second Ad Hoc Commission on Administrative Reform under the increasing pressure of financial crisis, and many recommendations are being issued. In the policies following those recommendations, we clearly see the danger of the idea of welfare society as a national goal which is declared in the Constitution in terms of peace and welfare of all the people. On the contrary, intended change is apparently towards the direction of the military power state. Accordingly, the national government evades the responsibility in welfare programs as much as it emphasizes the importance of self-help and mutual support of 19th century philanthropy. In 1982 budget, the military expenditure is overly expanded while the expenditures for education, social security, medical services and social welfare are cut down. This paper examines the effects of above mentioned national policies on social welfare, especially on the program of nursery schools, and they number more than half of all social welfare institutions with 20% of total welfare budget. Urgently needed actions on the side of social welfare researchers at the present crisis of national welfare policy are indicated as well.
