Restructuring of welfare nation could be widely observed among advanced countries, particularly in U.K., U.S.A., and Japan. Privatization is a big contemporary trend and is strongly supported by anti-welfare nation ideology such as neo-conservatism. This paper attempts to analyze its implication and function and to evaluate its consequences. From a sociological functionalistic approach, it is concluded, however, that welfare nation is an inevitable choice for a modern society and that for Japan making of social care system is urgent necessity, which demands the concept of market as omnipotent to be thrown into discard.
