The Process for Residents' Associations to Create Non-profit Organizations of Welfare : Focus on the Roles of Leaders in the Community

Abstract

This study aims to clarify the process for residents' associations to create non-profit organizations of welfare and the nature of the roles played by leaders in this process in terms of community work. The author studied two cases of non-profit organizations created in communities and clarified the process as having five steps. First, voluntary actions are started in or around residents' associations. Second, voluntary actions are expanded into the community. Third (or Forth), residents' associations are reformed in order to support and adjust their communities. Forth (or Third), non-profit organizations are created by residents' associations in the community. Fifth, residents' associations cooperate with non-profit organizations in the community. In this process, the leader of residents' associations needs to accept voluntary actions. The author also clarified that leaders in the community played roles of "inciter", "analyst" and "negotiator" with team work. It was considered that there are two ways to connect residents' associations and non-profit organizations. One is to connect them by specific leaders, and the other is to establish connection and communication between concurrent leaders and unspecified members.
