Abstract
The purpose of this study was to conduct a survey of meal delivery service providers commissioned by Osaka City in order to analyze the current situation and issues and examine the present and future of such a commissioned service. As our research method, we conducted Welch's t-test and the cross-tabulation of quantitative data centered on the business regulation stating the reduction of the fee for the service, and applied SWOT analysis of qualitative data according to the framework of the service providers' internal and external environments. As a result, we observed many issues, such as the administration's lack of coordination, unclear criteria for reducing the service fee, and service providers' inadequate management under the pressure of daily business. Thus, to improve the effectiveness of the service and reaffirm its significance and social accountability, we have proposed that each service provider establish a vision regarding the meal delivery service as well as a plan and management strategy to achieve it.
