The purpose of this research was to investigate the regional differences in the creation of community development activity organizations by residents. Specifically, using process-tracing methods, I conducted a comparative analysis of 10 cases to determine the causal mechanisms and contextual conditions in the creation of new organizations. The findings are as follows. First, the causal mechanisms in the creation of new organizations included: forming a leadership group, framing, clarifying the purpose and activities, mobilizing resources, and restructuring networks. Second, the contextual conditions included: the influence from foundational organizations and networks, the influence from other community development activities, and the influence from support organizations. Finally, the main reason for such regional differences was the difference in the contextual conditions, not the causal mechanisms. Overall, the findings are consistent with previous theories such as resource mobilization theory.
