Safe and smooth road traffic becomes difficult more often, because of a shortage of parking facilities for sightseeing buses in big cities. While the number of foreigners visiting Japan has increased, and the demand for sightseeing buses is rapidly increasing, Foreign Independent Tour (FIT) may increase in the future. Therefore, in big cities, parking measures for sightseeing buses by the operational improvement approach will be effective. This study clarified the effects and problems of operational parking measures for sightseeing buses in big cities from the results of a license plate survey, traffic volume survey, stakeholder interviews and others, by the case study in Asakusa District in Taito City, Tokyo Metropolitan. Additionally, we described the actual situation of uncertainty that hinders efficient operation of parking facilities. Finally, we considered the requirements that parking measures for sightseeing buses approached from the operational improvement would be effective in tour sites of big cities.
