An Analysis of Measures and Policies in Bicycle Network Plans and Bicycle Use Promotion Plans in Local Governments

Abstract

Many local governments in Japan are drawing up bicycle network plans and bicycle use promotion plans in accordance with the guideline for bicycle network plans published by the central government, the published revision of the guideline, the Bicycle Use Promotion Act, and cabinet decisions on bicycle use promotion plan in the central government. This study presents a survey of bicycle network plans and bicycle use promotion plans in local governments in Japan. It investigates the number of measures and policies presented in the bicycle network plans and in the bicycle use promotion plans, and also clarifies their details. Additionally, it analyzes how these measures and policies are related to the timing of the creation of the plans. These results are used to perform a further analysis of the extent to which the measures and policies presented in the bicycle use promotion plan in the central government affected the bicycle network plans and the bicycle use promotion plans in local governments.
