This paper evaluates the effects of the Vehicle NOx Law in the Tokyo and Osaka regions since December 1994 in order to offer quantitative information on the export of end-of-life vehicles (ELVs) from Japan, and to examine environmental problems in the importing countries due to Japanese exhaust emissions regulation for vehicles. It studies the effects of the Law on the export of used trucks and auto parts using trade statistics. As a consequence of the evaluation, it was founded that about 435000 tons, or 68% of ELVs generated by the regulation, were exported as used trucks and auto parts, mainly to developing countries in Asia and Central and South America.
