Abstract
This paper introduces a framework for evaluating the efficiency of transportation. Net transportation (NT) is the core of this framework and defined as the minimum quantity of transportation required to provide the functions or services equivalent to those of the evaluated transportation. On the contrary, non-net transportation (NNT) is defined as transportation of the same items or equivalent things in the opposite direction each other. Gross transportation minus NNT is NT. This framework was applied to three specific examples : the transportation of industrial waste leaving or arriving in Saitama Prefecture ; transportation via a compression baling facility ; and transportation for garbage collection. We confirmed that this framework is able to evaluate the various countermeasures that were discussed or attempted in different fields to improve overall transportation efficiency.
