Abstract

This study proposes a needs survey method for land use plan after restoration of illegal dumping sites and applies the method to Aomori-Iwate illegal dumping site as an example. As a result, in this study, it became clear that half of residents in Aomori prefecture prefer to return the site to the original nature, and 70% of residents prefer to additional land use for local industry or community. Moreover, conjoint analysis was conducted to evaluate relative weight of each factor which was defined as a composition of the additional land use, and to obtain a utility function for land use plan. According to WTP (Willing to Pay) value based on the relative weight, value of "a nursing home for the elderly people and a sports ground in a park" was high. Furthermore, evaluation of alternatives for land use plan using the utility function showed that two alternatives for land use plan (i) farms with a biogas plant and a park, and ii) farms with a biogas plant, a nursing home for the elderly people and a sports ground in a park) would be socially acceptable.
