Abstract
We may discuss the aims of tourism policy from several points of view, namely (i) the balance of trade by foreign tourists (ii) national welfare and (iii) the devlopment of tourist industry. It is quite important for us to get the fundamental idea in order to organize these aims into a systematic policy.
