Abstract
We analyzed the trends of dust control technology in Japan before WWII and the feasibility of implementing asbestos dust regulation. Dust control process generally involves wetting of dry dust, collection, and removal, as well as isolation and cleaning of worker protective equipment. In the 1930’s, department of the interior defined these processes as dust control methods, and made reference to the technological requirements and compositions. According to factory inspectors’ yearly reports and specialized books on the technologies related to industrial hygiene, around 1930, some industry segments used such technologies to eliminate harmful dust from the factories. As mentioned above, dust control technology existed in Japan before WWII, and it was possible to apply a few regulations on asbestos dust.
