Research methodology of program evaluation applicable for research and practice in health education and promotion was reviewed from the perspectives of formative evaluation for Evidence-Based Practice (EBP). There have been a lot of successful records of building effective program models including EBPs to solve health problems in particular areas using formative evaluation. It has been expected that more effective EBP programs could be produced combining organically their available theories in the field of health education and promotion, where many attractive practical theories have been generated during the several decades, using program evaluation research methods.
