This paper describes the situation from three standpoints in the instruction process for developing more effective study by using discussion via a TV conference system, and the change in the attitudes of students using it. First, using TV conferences in education offers new ways of learning. Especially, in remote rural schools, they can compensate by offering relations with a heterogeneous group, and for the shortage of informal communication in everyday life. They may be effective in raising a student's communication capability. Next, effective methods of utilizing some media and the skills required when using TV conferences are described. Then, the situation of the target communications network and an analysis of a protocol about the validity are considered. The change of thinking that has been observed in recent years through exchanges between many places is also described.
