Abstract Some programs of supporting the suffered elderly were created for dealing with problems by Great HanshinAwaji Earthquake in 1995. Those programs have much influence on the way of dealing with natural calamities now. The purpose of this study is to examine whether community networking through the program of watching and supporting the elderly by community general support centers and community-based rooms as further outreach contributes to both preventive long-term care and disaster mitigation. This article shows how the program of watching and supporting the elderly in a suffered city has changed from a way of dealing with problems brought about by the earthquake into ones in a daily life. The author analyze results and issues of the program through a survey on community-based room. By the analysis, the author found that new communitybased places and activities of watching and supporting the elderly have some contribution to community organization for disaster and preventive long-term care.
