Abstract
This paper introduces the phase theory as a framework for establishing relevance
between person or organizations and “Sustainable Development Goals (SDGs)”.
It is pointed out that the system perspective is imperative for “sustainable
development”.
In addition, it is also pointed out that the transformation to a sustainable world
required by the 2030 Agenda is to reconsider the relationship between the multilayered
systems that make up the world from the perspective of sustainability and
promote their transformation.
