Abstract
European Commission published new white paper on transport in 2001 that placed stress on sustainability for common transport policy toward 2010 and showed the policy guidelines considerate to environment. The white paper stipulates that freight transport is an important issue and promulgates the policy to shift from road to railways, coastal shipping, inland water ways, and intermodal transport. The principal measures are improving quality in road freight transport, revitalizing railways, linking up modes of transport, and eliminating bottlenecks. Freight transport policy in EU to attach great importance to sustainability is an important case for Japan that is forced to take prompt measures to refer to, and expected to develop in the future.
