Abstract
The Japanese government has made up a plan to decrease CO2 emission by 6 percent in 2012 from its 1990 level and established a subsidy system in 2002 to assist enterprises planning for modal shift from truck to rail or ship.
This paper cleared that motivations for modal shift of enterprises were different from railroad carriers to shipping carriers, and from manufacturing company to company depending to a questionnaire survey. In general, carriers are interested in acquiring subsidy whereas consignors regard social reputation as important.
