Abstract

Since the 1990’s, accompanied with the progress of decentralization reforms, many articles of the Local Autonomy Act on the local assembly system in Japan have been revised. And a lot of local assemblies are trying to implement various reforms to respond the criticism toward local assemblies by the people. However, the study on the relation between decentralization and reforms of local assemblies has not been carried out enough. Therefore in this paper, after examining the revisions of the Local Autonomy Act on local assembly system, the author analyzes the actual situation of reforms of local assemblies, such as the number of proposals of local ordinances by local assembly members, and discusses the relation between decentralization reforms and reforms of local assemblies.
