Local Collaboration and Partnership in Global Warming Actions: Case Study of Kyoto Prefecture

Abstract

We investigated how collaboration and/or partnership are conducted when global warming actions and policies are implemented in the local governments of Kyoto-prefecture, in 2014 and 2015. The findings are: 1) clear difference between the northern and the southern regions in conducting collaboration and partnership. 2) population change influences on prioritizing global warming actions and the policies in the local governments.
