This paper presents the preparative process of Tokyo 2020 Olympic and Paralympic Games during 3 months (from 1st April to 8th July 2021). Japanese Government, Organizing Committee, Tokyo Metropolitan Government, International Olympic Committee, and Business Sponsors adhered to start the beginning of the Olympic with spectators. Especially, the adherence of the Suga administration was out of common. The government policy concerning spectators was “the negative policy legacy” at that time.
