Abstract

Since 2011, municipalities are no longer obliged to formulate a comprehensive plan. However, standardization of plans is still allowed. This is because spatial planning is not emphasized in comprehensive planning. This study clarifies the issues of standardization of municipal comprehensive plans and dilution of spatial plans by comparing the pioneering plans of Nago City and Yomitan Village with the recent plans of Okinawa Prefecture.
