Consideration on the Expertise Required for Child Guidance Center Staff as Local Government Staff and their Procurement Methods

Abstract

As decentralization reform progresses, the autonomy of local governments is increasing, and the role of local governments has changed. In addition, due to financial reforms, the number of local government staff has decreased and outsourcing to the private sector is progressing. This paper clarifies the expertise required of local government staff by performing quantitative text analysis on text data obtained from interview surveys with child guidance centers, and also describes how to procure those specialties. The conclusions obtained by this analysis are: ①In addition to the expertise of local government staff pointed out in previous research, it is possible to be familiar with the local situation and provide services accordingly,②It is possible to classify the expertise of local government staff by using the axis of technical / organizational peculiarity and knowledge level.
