This research examined how various actors interacted in the process of creating regional social innovation. An empirical analysis was conducted from the perspective of a collaborative community (ba), one of the elements of collaborative governance. The target areas as case studies are Toyooka City, Hyogo Prefecture, and Sado City, Niigata Prefecture. Both cities are believed to have succeeded in regional social innovation through the re-introduction program of endangered species, Konotori and Toki, respectively. The research focused on the interaction between overall ba and individual ba. The Toyooka City and Sado City were regarded as overall ba, and “the sites for development of the new environmentally-friendly farming” for symbiosis with Konotori and Toki in the cities were regarded as specific individual ba. The results showed mixture of two ways of creation of ba (managed creation and voluntary creation), and “the micro-macro feedback loop”, a linkage between overall activities and individual activities, was proven in the regional social innovation process.
