Abstract

Today, Pong district in Phayao province is to manage rescue activities by young villagers through deep cooperation with district police, whereas their rescue activities have some restrictions under police control. Young villagers therefore hope to manage rescue activities so systematically and independency in the future. This paper tries to consider the possibility of the mainly Villagers volunteer rescue in the area of North Thailand, through a case study of Pong district in Phayao province.
