Abstract

The study examines factors which encouraged a civil organization to develop its activities, and tasks accompanied with its activities to support persons with mental disabilities to be more self-reliant.

The factors to encourage the organization to execute active regional activities were the existence of professionals like PSW of a hospital and health care center and its cooperation in cooperation with families of persons with disabilities and volunteers to establish and operate a civil supporting organization. The factors also included their utilizing the progressive mental health and welfare environment of Kawasaki City, organizational reform like the incorporating the organization and the establishment of a specified non-profit juridical person and setting up facilities to meet with needs of those persons.

The organization has had some tasks including the proper management being compatible with cultural climate of a civic organization and the development of skills of personnel.
