Abstract
The study of organizational change in the administrative organization, in which the mayor was elected within a year by using his/her manifesto, was conducted in 2010 (N=517) and 2012 (N=704) in Kashiwa City. The purpose of this study is to investigate the factors which contribute to administrative organizational change for realizing the mayor's vision in the manifesto. The results indicate that the new mayor's behavior such as directly speaking his/her vision and setting the issues enhance the awareness of the individuals to act for realization, while the sympathy and understandings in the workplaces to realize the mayor's vision are brought by management. The lower level of sympathy for the mayor's vision was seen in the staff that experienced the budget screeningprocess in public. It indicates that the budget screening process is not so effective for voluntary cognitive and behavioral changes by the staff. The mayor's leadership toward the managements is more important for the administrative organization in realizing his/her vision through the organizational ladder and linking the manifesto to the general plan.
