Abstract
Due to the rapid progress of information technology, most of organizations have been perplexed how to evaluate the effectiveness of information systems appropriately and how to make clarify and cut down the sank cost of information systems, namely how to improve TCO. In this paper, we discuss the relation of cause and effect between the structure of TCO and information systems outsourcing.
