Abstract
     This paper examines the possibility of establishing an assembly on the computer network as a measure to alleviate the group think tendency in the policy making processes. The concept of group think introduced by Irving L. Janis revealed the danger of the intimate and closed interaction between politicians. More formal and open interaction, which can be found as one of the characteristics of communications in BBS, should be introduced into the conventional assembly systems. Establishing an assembly system on the computer network has some potential to achieve this purpose, especially when the system can provide the guarantee of anonymity to each member. One of the most important conclusions obtained in the discussion is that there is a way of constructing a network-based political system which guarantees anonymity to every member but doesn’t allow the person irresponsible remarks.
