Policies for shopping street promotion are changing in response to changes in the environment surrounding the shopping street, such as the retail revolution by supermarkets, the rapid expansion of Japanese style of convenience stores, the movement of commercial area to the roadside, and deserted shopping street. We are in the midst of a major change called New Normal in the COVID-19 Era and Beyond. In this study we will discuss required shopping street policy in the COVID- 19 Era and Beyond from the point of view of both of historical analysis including the shopping street and the discussion of “The new shopping street policy study group” held by the Small Business Administration in 2018.
