Abstract
The report issued by Sir Michael Latham in 1994, insisted that acceptance of the lowest price bid did not provide good value for money in either the final cost of construction or the whole life costs in the United Kingdom. And this report contained recommendations to achieve a better construction performance. Then, government and construction industry have implemented new various procurement approaches and construction management techniques. If such efforts in the UK are effective in improving the construction performance, it will demonstrate that traditional methods of procuring and managing projects are not the only suitable way for public works. Our study on the construction performance in the UK is focused on this viewpoint. In this paper, the history and results of activities to improve the construction performance are reviewed, and the differences between traditional methods and new ones in the UK are also considered.
