Abstract
Within the Local Governments public facility Asset Management (AM) of today, the AM's Life Cycle Cost (LCC) model is becoming a mainstream feature. However, from this time forward, it is necessary to create within AM, a New Public Management (NPM) model which maximizes the value of facilities with regards to the true affluence and city image desired by our citizens.In order to pursue this goal, Kyushu University teachers and Fukuoka City Government employees made Fukuoka City a case subject and held meetings to discuss their opinions on the matter.
Through analyzing data and opinions, this research both examined and suggested what kind of AM should be promoted by Fukuoka City in the future.
Maximizing the asset value of Fukuoka City's AM requires the transition into a system which manages each stage of planning, construction and maintenance of public facilities, and also into a framework which consists of six different types of Management (Maintenance, Construction, Finance, Risk, Value and Environment). Furthermore, its realization depends on the implementation of Organization Management and the strengthening of collaboration between citizens, scholars and specialists.
