Abstract
This paper presents the process how to select designated procurement items for green purchase.
The Japanese Government introduced a Green Purchase System from 2001. The purpose of this system is to promote the spread of Eco-Friendly Goods through the priority purchase of Eco-Friendly Goods by the government. Articles given preferential consideration by the government are called designated procurement items.
As for an environment field to deal with, global warming, waste, resources, a hazardous chemical substance, a biodiversity and others are wide. Because of this, the methodology to evaluate these environment elements comprehensively isn't being developed at present. When it is specified to the Special designated purchase article, the State and Other Entities must supply this list of articles in principle. A Special designated purchase article is finally decided by the Cabinet meeting. Because of this, before specifying it, a high explanation and transparency are looked for. A political subject occurs to evaluate clearly and significantly items just developed with uncertain evaluation methodology.
