In this study, project plan of construction of Urban Resort facilities at Kusatu-city in Shiga Prefecture, was evaluated and reviewed through the mathematical model analysis. Especially, the relationship between development of central facilities and transportation network in the area is focused, and the methodology for the effective planning of land development project to solve the problem. Project plans were analyzed from various point of view including cost-benefit, effects of the development on the area, social environment and so on. Also, the usage of private enterprises for the development of public infrastructure, which brings the opportunity of the new business to private companies, is considered to solve the financial problem municipal governments have.
