In this paper, We discuss the development of the systematic design process, that considers the global environment. We give more specific discussions to clear guide-lines for the quality assurances at the basic planning stage of the design system, purposing to reduce and efficiently use generated energy during the life cycles of buildings. Also we describe the problems of this design system in practice.
