Abstract
Purposes of this research are to clear the present condition and the influence of opinion to draft on public comment in 35 prefectures. Targets of the present condition are 35 prefectures which enforce public comment. Targets of the influence of opinion to draft are the bylaw on leisure of Lake Biwa. and the plan on leisure of Lake Biwa. Methods of this research are analysis of information of 35 prefectures on internet and hearing the person in charge of the bylaw and the plan in Shiga prefecture. Findings of this research are the relation between numbers of opinion and collecting term, the relation between numbers of opinion and numbers of change, and common point and different point between the bylaw and the plan on the influence.
