Abstract
Flood disasters occurred in Niigata prefecture and Fukui prefecture on July 2004 caused by heavy rainfall which exceeded maximum data in the past. According to the field survey, the importance of information for disaster prevention which disseminate to inhabitants accurately, quickly, comprehensively was realized. In this study, information of flood risk potential which support self-help, mutual-help of inhabitants was developed. Information of flood risk potential, which is consisted of DEM and real-time rainfall data, estimate the flood risk potential along the river defined as ranking in the past. As the result of applications to the Niigata disaster and Fukui disaster, it was shown that it takes 1-5 hours from getting the warning to occurrence of disasters in the case of basin where the area is less than 300 km2
