Abstract
In Japan the Seacoast Law was renewed in 2000 and the fundamental policy of coastal protection was made based on this new law. This policy asserts the importance of the harmony among the coastal defense against waves and erosion, conservation of coastal environment and utilization of the coast. However, in reality, thcre are many inconsistencies between them. In this study, they are described first and some measures including the change in the fundamental idea are discussed for its improvement.
