Abstract
In order to implement an activity effectively and efficiently, it is needed to measure its processes and performances, with establishing a management system having a close relationship with a method of evaluating the system. Appropriateness of methods of evaluating managemant systems, however, has been discussed only based on individual experiences. This paper focused on "research/development management" and "policy management, " developed methods of evaluating these management systems, and considered the characteristics of the methods. As results, the conditions which a method of evaluating a management system should satisfy, and a procedure of developing a method which satisfies these conditions were shown. Moreover, it was also found that grouping causes with their results is effective to distinguish various management systems.
