Abstract
In some scale merit type of business where technological innovation is always done and product life cycle is short, big competition is occurred in the market. To evaluate the advancement or withdrawal of this type of business has become more important to reduce business risk. In this paper new indicators to evaluate changing competitiveness are developed and the application of these indicators to Strategic Management by Policy (SMBP) to keep competitive advantage is proposed. In this new SMBP, X matrix for the judgment of advancement or withdrawal of business is newly proposed and is verified to be useful through the case study of mobile phone service business.
