Policies on work and employment for persons with disabilities in Singapore are wide-ranging, but there is no clear definition of disability within the foundational law concerning persons with disabilities. With the introduction of the Enabling Masterplan 2030 (2022–2030), the Government of Singapore has focused on work and employment for individuals with disabilities. However, the United Nations has issued concluding observations encouraging more inclusive work and employment policies in line with the Convention on the Rights of Persons with Disabilities (CRPD) and has advocated for a transition from sheltered workshops to an open labor market.
Singapore’s support for disability employment includes initiatives such as the Enabling Mark and the Open Door Programme. As examples of sheltered workshops, this paper examines MINDS (Movement for the Intellectually Disabled of Singapore) and the Rainbow Centre. Sheltered workshops in Singapore face challenges and are encouraged to more closely align with General comment No.8 on the right of persons with disabilities to work and employment.
