RIVER MANAGEMENT STRATEGY TOWARD INTEGRATED TARGET OF RIVER BASIN INCLUDING ADAPTATION TO CLIMATIC AND SOCIAL CHANGE

Abstract

River improvement and management has a great role in integrated river basin management. Flood control, water resources and ecosystem conservation are main objectives of river management, and in order to execute an integrate management those objectives should be clarified as continuous level of functions. Furthermore, it is a long-term project, and medium-period goals must be reasonably adjusted. Recently, the improvement plan is exposed to various constraints: financial decline, social change to lead vulnerability, environmental constraint not only ecosystem conservation but also other requirements for sustainability. Through investigation of planning system of river improvement exposed to various constraints, seamless transition of level of necessary function of human activities in river basin from perfect protection to risk management is strongly recommended toward sustainable development.
