In recent years, the importance of software countermeasure on natural disaster, such as heavy rain warning or hazard map for flooding, is becoming more and more important. However, it is impossible to prevent any loss of human life in the event of a natural disaster by using such information. Therefore, it is important that we are aware of the availability and limitation of software countermeasure for disaster. In this study, first, it is examined that how the prevention disaster information was released for residents at the time of the local heavy rainfall on August 9, 2009 which gave the serious damage to Sayo town in Hyogo prefecture. Second, from the summary of questionnaire on this disaster, the difference of conscious for flood disaster between residents in 13 districts in Sayo town is clarified. Finally, the improvement of hazard map for flooding distributed by local government is pointed out.
