Abstract

So as to conduct safer and more reliable evacuation during the occurrence of a large-scale and cata-strophic flood disaster, we examined in this study the roles and responsibilities of the governmental bod- ies that have the authorities to make a decision on evacuation, risk assessments which are required to conduct so that such a decision can be made based on their results, and the structures of such a decision making including the definitions of roles of the experts who conduct such a risk assessment. Subsequently, we made several proposals for improvement of current evacuation practice by conducting the assessments of risks when a large-scale and catastrophic flood disaster occurs and by sophistication of hazard maps.
