In a heavy rainfall in Kanto and Tohoku regions, September 2015, the embankment of the Kinugawa river collapsed and a severe flood disaster occurred in Joso City, Ibaraki prefecture. Flooded area which is located between the Kinugawa river and the Kokaigawa river have been shown as anticipated inundation area on the existing flood hazard map. In addition to such a geographical feature, flooding and collapse of the embankment in the Kinugawa river were occurred during the daytime, many residents in Joso City is isolated and about 4300 people had to be rescued by helicopters and ground forces due to the delay of evacuation. In order to analyze the factors of the isolation due to the delay of evacuation, we carried out the following survey to clarify what information residents in Joso City aquired and took the action for evacuation when the flood occurred, and actual habitual awareness of flood which they have.
