Abstract

In the heavy rain event of July 2018, emergency large release due to the emergency flood disaster prevention operation of Nomura Dam and Kanogawa Dam causes river flooding due to rapid water level rise in Seiyo City and Ozu City downstream of the dam. Five nurseries along the Hiji River were damaged by flooding on the floor. We examined the safety management of the nursery at the time of the occurrence of the flood by the interview with the local government staff and the nursery school manager and the river basin analysis. Staff members who worked early in the morning to accept children were saved by emergency evacuation immediately before the start of flooding, but problems emerged in terms of staff safety management.
