An　Approach　to　the　Accident　Prevention

Abstract

It　will　be　clear　to　everybody　that　the　accident　prevention　is　an　essential　problem　to　the　welfare　of　society．However，the　methodology　for　this　problem　is　not　always　established．In　this　paper，the　author　claimed　that　the　approach　from　both sides　Qf　scientific　and　social　regions　is　indispensable　to　the　solution　of　such　problem．Because　the　measures　called　prevention is　situated　at　a　boundary　of　the　social　causes　and　natural　phenomena．Besides　the　author　suggested　that　the　concept　of institutionalization　seems　to　be　very　important　as　an　approach　from　social　side．
